Representative Engel who will speak at Noon, was the architect of the landmark bill HR 4939, theUnited States-Caribbean Strategic Engagement Act of 2016. This landmark legislation which was co-sponsored by Congresswomen Ileana Ros-Lehtinen, and signed into law by President Obama (Public Law 114-291), seeks to institutionalize an increased engagement with the governments of the Caribbean region, including the private sector, and with civil society in both the United States and the Caribbean.
The Roundtable will focus on trade and investment regulations and policies that would impact on US/Caribbean agribusiness value chain as pertains to the implementation of the strategy outlined by the US State Department.
Congressman Engel is the Ranking Member of the House Foreign Affairs Committee and has previously served as the Ranking Member of the Subcommittee on the Western Hemisphere. Congressman Engel is the Ranking leader in the House of Representatives on U.S. policy toward Latin American and the Caribbean, and the sponsor of many bills advocating the wellbeing of Caribbean Americans. He also sits on the Energy and Commerce Committee and is founder and Co-Chair of the House Oil and National Security Caucus, which seeks clean, energy efficient alternatives to America's over-reliance on oil. A member of the Democratic Task Force on Health and the Commission on Human Rights, Congressman Engel has also made significant achievements in improving our nation's healthcare and global health initiatives.

Invest Caribbean will be followed by the 24th Annual Caribbean American Heritage (CARAH) Awards, which were instituted in 1994 by the ICS in order to highlight the contributions that Caribbean immigrants make to the USA. The CARAH Awards Gala will be held November 17, 2017 at the JW Marriott Hotel Washington, D.C. Congressman Engel will be among those honored for his Outstanding Political Leadership, in the 2017 cohort of Caribbean American Heritage Awards Honorees. A portion of ticket sales for this year's CARAH Awards will go to hurricane relief efforts aiding devastated islands in the Caribbean.
